Chairing the meeting Deputy Commissioner Tai Kaye said complete updation on emergency support function is very essential to cope up with any emergencies and requested the officers to give full support to DDMO in preparation of better Disaster Management plan.
All the attending Officers shared various experiences on Disaster and gave their inputs to come up with a better Disaster Management Plan for the District. DC said.

Clean drive at Ganga Lake
ITANAGAR, Jan 27: The department of Tourism conducted a mass social service cum cleanliness drive at Ganga Lake here as the part of nationwide Swachh Bharat Abhiyan today. ‘ITANAGAR, Jan 27: Claiming that the Government College Bomdila Boys hostel is in shamble and poorly maintained, the college hostel prefect has sought the director higher and technical education to allocate fund for maintenance of the dilapidated hostel building. In a representation, the hostel prefect claimed that hostel is running without basic amenities such as drinking water, electricity and the furniture which hampers the students study.

Itanagar, Jan 27: Arunachal Pradesh joined the rest of the Nation in celebrating the 66th Republic Day in a befitting manner.
In his Republic Day speech at I G Park here yesterday Governor Lt Gen (Retd) Nirbhay Sharma called upon the people to shoulder responsibility to secure the state's future by working in tandem with the government to put development on fast track.
"Let us realise our dreams and give shape to our aspirations. Let development and progress be the key to good governance," he said in his speech.
Let there be a transparent and accountable administration, which works for the betterment and welfare of common people guided by 'citizen first' principle," he said.
Stating that a mature democracy has to be participatory with each citizen contributing in nation building, he urged the people to collectively rise above narrow personal greed and interests.
He said that the government has laid special focus on infrastructure, education, health and skill development and was working to harness the strength in hydropower, tourism, agriculture, horticulture and minerals.
"We require sustainable water resource management and the role of hydrological modelling is paramount. Use of our latest space technologies for natural resource management in the state needs to be explored," the Governor said.
He urged the elders in the society to fulfill their moral responsibility towards 'generation next' to guide and mentor them, to enable the youth to realise their full potential, to constructively work towards nation building and take the state to the heights of peace and prosperity.
AALO: The 66th Republic Day was celebrated befittingly at Aalo General Football ground. West Siang Deputy Commissioner Pige Ligu unfurled the national flag and took salute from the contingents representing ITBP, APP, NCC, Scouts and Guides, Band Party from RKM and different Govt. and Private schools of Aalo township.
Greeting the people on the occasion, Ligu said that the constitution provides us not only the fundamental rights but envisages corresponding duties also. Though the process of development started late in Arunachal Pradesh, it is at the threshold of development in all fronts. Former cabinet minister Setong Sena passes away
ITANAGAR, Jan 27: Former Arunachal Pradesh cabinet minister and Legislative Assembly Speaker Setong Sena breathed his last at a private hospital in Assam's Dibrugarh district at around 11 pm on January 25 after brief illness. Sena was undergoing treatment at Aditya Hospital in Dibrugarh for the last few days. He was 54 and is survived by wife, one son and two daughters.
Late Setong Sena was born to Lt. Nintu Sena and Wumnai Sena on 7th December 1962 at Nampong in Changlang district. He did his schooling from R K Mission School, Narottam Nagar, Deomali and completed Bachelor’s degree in Economics (Honours) from Shillong.

In his condolence message, the Governor said that in the demise of Sena, the State has lost one of the few great Parliamentarian and adept administrator.

capacities particularly as the Speaker of State Legislative Assembly and Cabinet

Chief Minister Nabam Tuki has expressed shock and grief over the sudden demise of former Speaker and Minister Setong Sena, who expired Sunday night at a hospital at Dibrugarh.
Tuki along with host of ministers, parliamentary secretaries, MLAs and public leaders paid their last respects to the departed leader at Jairampur this morning before the mortal remains were laid to rest.
In a condolence message to the bereaved family members Tuki hailed Late Setong Sena as a leader of the masses who worked tirelessly for upliftment of Changlang District, the Tangsa community in particular and the state of Arunachal Pradesh in general.
“His developmental initiatives for the state in the field of Agriculture and Horticulture and pitching for opening of border trades shall have lasting impression in the minds of every Arunachalee. The tragedy has taken away one of the true sons of the soil,” he said.
Tuki asserted that Late Sena will be remembered forever by the people for his contributions as a Speaker, Minister and a seasoned Legislator.
“At this moment of grief, me, my family, colleagues in the Government and people of Arunachal Pradesh extend our solidarity with you and share the pain inflicted on you and your family by this irreparable loss,” Tuki added and prayed the Almighty to bestow the bereaved family members with strength to bear the irreparable loss.

ITANAGAR, Jan 27: The State Election Commissioner Satya Gopal today announced the dates for bye elections to fill the casual vacancies of 8 Zilla Parishad Member, 13 Anchal Samiti Member and 114 Gram Panchayat Member seats in various districts of Arunachal Pradesh. The Election process begins with issue of notifications by Returning officers on 2nd February next and ends with the counting on March 5 next. All election process has to be completed before March 11.

Highlighting the resolutions adopted by the Association in its state level consultative meeting held at Naharlagun on January 23 last, Padu further disclosed that his organization resolved to explore legal option as well as democratic mass movements in support of its various demands which has been submitted before the state Govt and remained unsolved for the last many years.
“In spite of repeated persuasion and reminder, the state Govt did not respond to our demand till date,” the Association said before the media.
The North Eastern Electric Power Corporation Limited (NEEPCO) and North Eastern States including Assam and the country as a whole have already adopted and implemented the policy of 1 per cent EMD for ST/SC and OBC for any categories of tender work, Association said and demanded the state Govt for adoption and relaxation of 1 per cent EMD for ST and local contractors for any categories of tender work. Arunachal Pradesh being a 100 per cent tribal state needs to adopt this policy in later and spirit, the Association president said.
While opposing the govt notification for fixing of high amount of enlistment fees, the Association demanded immediate reduction in free structure. It should be strictly followed as per CPWD norms for all categories of registration fees, it said.
Demanding immediate release of pending bills of PMGSY contractors and other work department, particularly RWD and Arunachal Pradesh Rural Roads Development Agency, The Association said “We received grievances from aggrieved PMGSY contractors complaining that concerned department is not releasing their bills as per tender agreements and central guidelines for the last one year.” It demanded white paper from the Department of RWD and Arunachal Rural Roads development Agency (ARRDA).
It further demanded immediate halt on advance implementation of works under SPA/TFC and other centrally sponsored schemes before the projects get financial sanction. In most of cases, tenders are called just to befool the general public, it said.
Demanding clear terms and condition in tender works, AACWA said that tendering authorities of various departments should include specific clause for submission of ST certificate so that income tax is not deducted from tribal contractors from the source as tribal contractors who soever work within state of Arunachal Pradesh are not liable to pay income tax as exempted by in ACT.

Setong Sena: The man who had no ‘no’ for an answer

As my wife and I were returning from Jairampur on 27th January after paying our one last adieu to Setong Sena, the quintessence of gentleness and kindness with moist eyes, I was transported back to the wonder days of the yore when life was absolute bliss. Throughout the journey from Jairampur to Ramakrishna Mission School I was only thinking about Setong Sena who used to travel through the same road when we were together in the famous RKM School. I was cursing the death that always tends to arrive unannounced thereby causing unbearable pain and agony to the loved ones of the dead person. The one who dies sleeps in eternal peace but the loved ones who are left behind feel the irreparable loss and grief.
As we drove back slowly towards Deomali, my home town, tears rolled down my cheeks as I was virtually lost in the thought of the wonderful moments spent with Setong Sena, the great soul who was gentleness personified at various stages of my life. All the while my wife was sobbing aloud inconsolably sitting in the back seat of the car. Seeing my wife and me crying even our driver who is a hardened man with little or no emotion also could not hold back his tears. Indeed, emotional outburst and tears are contagious. Setong had always loved me like his own younger brother since our schooling days together in RK Mission School, Narottam Nagar. He was my senior. But such was the greatness of this man that his attitude towards me and his love for me never changed even after he became a powerful and influential political leader for more than two decades. He was always grounded and humble which are the hallmarks of a successful and great personality.
Though I was very young in the School I could foresee that Setong would reach great height in life. He was the most loved and respected senior during our schooling days. He was the best football player, the best cricketer, the best singer, the best painter and brilliant in academic. Little wonder then, he was the cynosure of all eyes and was obviously the most favourite student of the teachers and the Swamijis. I used to wonder how kind was the benevolent Creator to Setong Sena. Everything he touched turned into gold. He was the leader in the School in every field. I vividly remember that once he seriously injured his right knee while playing football, the game he followed passionately and had to undergo a major knee operation in Ramakrishna Mission Sevapratisthan Hospital, Kolkata. During his admission in the Hospital, the Secretary Swamiji used to ask us to pray for his Godspeed recovery during the evening prayers. I used to really pray with great seriousness for he was very close to me.
There are many experiences and anecdotes that I had the great fortune to share with the great soul Setong Sena. Once he and former MP late Wangcha Rajkumar both alumni of RKM School were invited to my Khonsa residence for a breakfast during their visit after both had become a minister and MP respectively. I wanted to give them a small surprise. So, I told my wife who is probably one of the best cooks in this world to prepare items that we all used to have in RKM School. Accordingly, she prepared. My trick worked instantly. They both enjoyed the breakfast that my wife prepared and said in unison that all the items used to be regularly served during the breakfast in RKM School. I smiled quietly telling to myself that my small plan had worked wonderfully well.
One more incident that I remember is when he visited Deomali to inaugurate the newly constructed office building of CO, Soha a few years ago. After reaching Deomali he drove straight to the local MLA Wangki Lowang’s house. I was there already to cover his programme. Just as I was sitting in a corner, a PSO came running towards me to inform me that Sena sir wanted to meet me. So, I went and met him. In his words, “Denhang, leave your vehicle at Deomali. You are travelling with me to Soha.” As desired by him, we both travelled in the same vehicle. Throughout the journey Setong recalled our childhood days in RKM School. In fact, he was driving the vehicle himself. During the course of the eventful journey I even expressed my wish to pen his biography about which he was so enthusiastic but at the same time added that he was not so important to have his biography written. Such was his humbleness. He also did not forget to convey to me that he liked my writing.
When he was the MoS for PWD in 2002 MLA Wangki Lowang and a number of others including myself went for fishing along with Setong Sena in the Tirap River near Jairampur. We halted for two nights. I did not carry my bedding. It was winter and quite cold, especially in the river. So kind hearted and unpretentious was Setong Sena that he let me sleep with him under the warmth of the thick blanket he had.
Indeed, some people are born great and I feel Setong Sena was one of them. He had an amiable disposition. He was loved and heard seriously by all the Chief Ministers he worked with as a politician. Gegong Apang, Mukut Mithi, Dorjee Khandu, Jarbom Gamlin, Nabom Tuki; all entrusted him with great responsibilities by allocating him different portfolios because they trusted his sincerity and capability. Whenever I used to meet him either in Itanagar or Jairampur, Setong Sena always used to discuss with me about his plans for his people. He would never let me go without taking food with him. He was totally committed to the cause of his people. The people of Tirap, Changlang and Longding whom he loved and cared as his own have become poorer with his untimely death. In his death I have lost my mentor, elder brother, friend and a guide. Such was his magnetic personality when he was alive that even in death he had the love and respect of all, from the people belonging to the higher echelons to the ordinary villagers. A sea of mourners including the Chief Minister and his entire cabinet colleagues descended at Jairampur to pay their last respect to the departed leader who was different.
Someone has rightly said, “Tomorrow, God is not going to ask, what have you thought?
What have you dreamt? What have you planned? He is going to ask, what have you done?”

Revive the Lamkang system in Adi Society

Lamkang (observation or vigilance) system is a most important custom of Adi society for protection of villages from fire incident and other calamities. Lamkang system is being followed or observed particularly during winter and summer seasons from November to February and June to August. Because during these periods most of the villagers remain busy in agricultural fields and domestic works and can not able to take care of their houses properly. This traditional Lamkang system had been conducted in Adi villages for last 12 to 15 years.
But today this valuable custom has banished from Adi community areas as the people do start believing in modern technology, fire brigade and in the fire department. But Lamkang system is better than Fire brigade, particularly in keeping the villagers alert and stop the fire incident and calamity attack in village level, therefore it should be continue. This Lamkang is a system where a group of 4 to 6 senior and middle aged persons perform its Lamkang duty in rotation basis each day. Each member has to perform the duty in most responsible way and the duty time is 5 am to 4 pm. The duty of the group is to look after every house of the village and secure it from fire incident, theft and calamity till the house owners return from their agriculture field and other domestic works.
Therefore, I sincerely request the members of ABK and AdiSU to revive the Lamkang system and bring awareness about the system in circle and village level too for benefit of the villagers. During last few years, we have seen some district level awareness camp for the villagers. But organizations of awareness camp related to fire incidents in villages will attract large number of village people. It will ensure larger participation of villagers and help minimize the fire incidents in village level.

Below are some ways which the government could have tried before taking decisions in favour of the prepaid meter.
1. The collection of revenue could have been given out on franchise model by competitive bidding among the interested local entrepreneurs. Each substation could be made as a franchise unit. This franchise model is suggested even in RGGVY guidelines. This model will not only increase the revenue collection on the energy consumption but also generate employment among the qualified youths.
2. Or, the power department can open revenue /bill collection centre in market places so that consumers can pay the bills with ease. If you bring the payment counters nearer and accessible to people they will be more than willing to clear their dues on a regular basis.
3. After trying either of the above two options, if there is regular defaulter than the power department can disconnect the supply in case to case basis with a fixed default limit. Here we see that the department allows the consumer to pile up their dues to a huge amount and that become difficult to be cleared in later.
4. The thefts of power at various points should be minimized for which a vigilance team should move around for instant detection and disconnection of illegal power connection. Many transformers are old and outlived, which is also the cause for wastage of power at source.
The present scenario of prepaid electricity system reminds me of Mohammad bin Tuglak who had brought reforms ahead of time in his kingdom. For any radical changes there has to be a gradual maturity and awareness among the people. The government of the day has to understand the pulse and economic capacity of its citizens. A child cannot be fed with cooked rice before a certain age!
Any learned man will refuse to accept the capitalist idea of the scheme. The poor and rich are not earning to enrich the government exchequer rather the government has to innovate ways to make the common men's life dignified and easy.
It is time the government has to think deeply and act swiftly for the greater good of the AAM AADMI.

Give us fair chance to compete
Dear Editor,
As we are fully aware that APPSC mains is to be conducted in May 2015, so I would like to request the active APPSC members and controller of examination to give us at least one day gap between two optional papers. Such gap between optional papers will give us fair chance to compete.
The time table of last main exam was a real tight one. It would have served as an edge for some aspirants at the cost of others. Moreover, it is really a tough job to do away with hangover of previous exams and its content with the present one. But gap in English and GS is not necessary as all the aspirants will go through same hurdle.
It is just a request. After all, I am no one to direct the prudent APPSC members and examination controllers on the timing of exams.
