Five file nominations

AALO Jan 27: Five candidates Bai Gadi BJP, Nyamar Karbak INC, Raksap Yomcha IND, Johny Tali IND and Lijum Ronya IND have filed their nominations to the Returning Officer at Aalo till last day of filling of nominations for the 27-Liromoba (ST) Assembly Constituency by-election. The scrutiny of nominations papers will be held on January 28 and the last date of withdrawal of candidates is on January 30 and the poll will take place on February 13 next. DIPRO

 

District Disaster Management plan

YUPIA, Jan 27: A District Level meeting on updation  of District Disaster Management plan was held today at Yupia.

Chairing the meeting Deputy Commissioner Tai Kaye said complete updation on emergency support function is very essential to cope up with any emergencies and requested the officers to give full support to DDMO in preparation of better Disaster Management plan.

All the attending Officers shared various experiences on Disaster and gave their inputs to come up with a better Disaster Management Plan for the District. DC said.

DDMO Preetha Menon highlighted on importance of disaster management plan and timely updation of emergency support functions(ESF) . She  requested all officers to cooperate her on  formulating a good emergency plan that is well equipped with life saving and life sustaining actions during any disaster or emergency. DIPRO

 

Clean drive at Ganga Lake

ITANAGAR, Jan 27:  The department of Tourism conducted a mass social service cum cleanliness drive at Ganga Lake here as the part of nationwide Swachh Bharat Abhiyan today.  The event was flagged off by Dr. Joram Beda Secretary Tourism in presence of Director Tourism and ZPM Chimpu Techi Mecha along with Panchayat leaders.  Flagging off the event, Dr. Beda said that every Arunachalee should devote in cleanliness drive by keeping their surrounding clean.  Various members from Arunachal Pradesh Tour Operator Association and other organisations were also participated the drive.

 

Exalt foundation school bags 2nd and 3rd prizes

ITANAGAR, Jan 27:   Master Raja Yangda and Miss Aniyang Gaduk of Exalt Foundation School  Itanagar bagged second and third prizes respectively in the painting competition (senior group) organized by the Raj Bhawan on 16th January 2015.

 

Opposition continues

ITANAGAR, Jan 27:  Barely a month after the power department at Capital Complex launched pre-meter installation in every sector; it draws flaks from all quarter. Joining the chorus of opposition along with various organisations, the All Arunachal Pradesh Public Health Engineering and Water Supply Department Workers Union has registered its opposition to pre-paid installation.  In a press release the union stated that casual workers are unable to pay the expenditure incur in the pre-paid meter saying that they have already under pressure to meet  the day today expense of children education and other household problems.  It requested the government to discontinue the installation process.

 

Non-execution of road alleged

ITANAGAR, Jan 27:  Londa-Lorah PMGSY Road Development Committee in its representation submitted with Chief Executive Officer RWD alleged that the contractor of the said project is not taking up the work. The committee claimed that though the amount of the said project has been drawn the work is standstill.  It requested the authority concerned to look into the matter so that work started without delay.

 

Maintenance allocation sought

‘ITANAGAR, Jan 27:  Claiming that the Government College Bomdila Boys hostel is in shamble and poorly maintained, the college hostel prefect has sought the director higher and technical education to allocate fund for maintenance of the dilapidated hostel building. In a representation, the hostel prefect claimed that hostel is running without basic amenities such as drinking water, electricity and the furniture which hampers the students study.

 

Financial Literacy Counseling

ITANAGAR, Jan 27:  The Manghi Welfare Society (MWS) in collaboration with Apex Bank Sangram organised financial literacy counseling (FLCC) at Sangram from 19th to 24th January last. Speaking on the occasion Ngorang Tado President MWS cum Business Facilitator Apex Bank Sangram Branch had highlighted the aims and objectives of the counseling. Branch Manager Tadar Taluk stressed on the role of Pradhan Mantri Jan Dhan Yojna and policies of insurance.

 

National Voter’s Day

BOMDILA, Jan 27: The fifth National Voter’s Day was observed at Bomdila.

DC cum DEO AK Singh impressed on maturity, diligence and moral responsibility on the part of the political parties and persons concerned. Exhorting the youths to enroll themselves, DC Singh said that enrolling oneself and taking part in the electoral process would make the universal adult suffrage a reality and would strengthen the fabric of the Indian democracy.

Later, he distributed the EPICs to the newly enrolled voters of 7-Bomdila and administered the National Voter’s Day pledge.

Earlier, resource person Dr. Yeshi Gyesen, Assistant Professor Government College Bomdila highlighted  on the various aspects of the electoral process and urged the youths those who have attained the age of 18 years and above to enroll themselves.

DOIMUKH, The National voters day was celebrated at Doimukh on  January. The celebration kicked off with procession throughout Doimukh Township by students of Maharishi Vidya Mandir, Doimukh finally culminating at SDO Office .

Addressing the gathering,   Ibom Tao  SDO highlighted on the importance of voters days exhorted the young voters to exercise their adult franchise rights to make the democracy of the country strong. He also advised them to cooperate with the district administration to remove such practices in order to make the voting process free and fair. Reviewed meeting on implementation of major projects held

YINGKIONG, Jan 27:   A reviewed meeting of implementation of major projects in Upper Siang District was held Yingkiong.

Presiding the meeting, Deputy Commissioner Remo Kamki advised the clerical staff of the office and advised them to be very punctual, sincere in duty for the greater interest of the public and smooth conduct of the office.

 Deputy Commissioner also cautioned the officials to follow official secrecy Act and non violation of the Central Civil Services Rules so long they are rendering public services as government employees.

On the occasion, leakages in revenue collection, education, health, progress of Plan Projects, status of PM packages like Highway, Hydro Power Major and Minor, Land acquisition, Quarry were discussed.

Arunachal celebrates Republic Day

Shoulder responsibility to secure Arunachal's future: Guv

Itanagar, Jan 27: Arunachal Pradesh joined the rest of the Nation in celebrating the 66th Republic Day in a befitting manner.

In his Republic Day speech at I G Park here yesterday Governor Lt Gen (Retd) Nirbhay Sharma called upon the people to shoulder responsibility to secure the state's future by working in tandem with the government to put development on fast track.

"Let us realise our dreams and give shape to our aspirations. Let development and progress be the key to good governance," he said in his speech.

Let there be a transparent and accountable administration, which works for the betterment and welfare of common people guided by 'citizen first' principle," he said.

Stating that a mature democracy has to be participatory with each citizen contributing in nation building, he urged the people to collectively rise above narrow personal greed and interests.

He said that the government has laid special focus on infrastructure, education, health and skill development and was working to harness the strength in hydropower, tourism, agriculture, horticulture and minerals.

"We require sustainable water resource management and the role of hydrological modelling is paramount. Use of our latest space technologies for natural resource management in the state needs to be explored," the Governor said.

He urged the elders in the society to fulfill their moral responsibility towards 'generation next' to guide and mentor them, to enable the youth to realise their full potential, to constructively work towards nation building and take the state to the heights of peace and prosperity.

AALO: The 66th Republic Day was celebrated befittingly at Aalo General Football ground. West Siang Deputy Commissioner Pige Ligu unfurled the national flag and took salute from the contingents representing ITBP, APP, NCC, Scouts and Guides, Band Party from RKM and different Govt. and Private schools of Aalo township.

Greeting the people on the occasion, Ligu said that the constitution provides us not only the fundamental rights but envisages corresponding duties also. Though the process of development started late in Arunachal Pradesh, it is at the threshold of development in all fronts. He further dwelt upon the various developmental initiatives being taken up in the district under various state and central schemes by the government. Speaking on the road expansion works at Aalo Township, the DC appealed all sections of the society, land owners, villagers and all concerned to cooperate with the government department involved in the construction of the important projects so that works go smoothly without any hindrance. He also appealed all sections of the society to maintain peace, communal harmony and challenges today for the larger interest of the district. The main highlights of the day long programme included opening of exhibition stalls and culture shows.

BOMDILA: The  Republic Day was celebrated with much gusto and fanfare at Bomdila. Paying rich tributes to the freedom fighters, Deputy Commissioner AK Singh dealt at length on the various developmental activities and other flagship programmes being carried out in the district.

DC Singh also flagged-off the Police Control Room (PCR) Van on the occasion. The joint Pipe band display of 28 MADRAS and 4-GRENEDIERS along with the band troupe of VKV Shergaon added colour to the celebration. Besides the numerous parade contingents, cultural programmes, Baby show, field and track events, exhibition stalls and recruitment rally by the army dotted the daylong celebration.

ZIRO: With the rest of the country, the Lower Subansiri district also celebrated 66th Republic Day in a befitting manner here at Subansiri Stadium, Ziro.

Lower Subansiri DC, Kanki Darang unfurled the national tricolour here amidst a huge gathering. Speaking on the developmental activities in the district, DC informed that 12 ongoing projects under PMGSY will link more than 20 villages and in Ziro, some major projects like Mini Secretariat, stadium and new building of general hospital Ziro will be started soon. Roads in Ziro Township will be constructed with cement concrete. He spoke on the recent achievements and developments in the district. He further appealed public leaders, panchayat leaders, senior citizens, GBs to cooperate with the district administration for all developmental activities.

Colourful cultural tableaus were presented by different groups among them SMILE Ziro presented most attractive dance with the banner “Say no to construction of houses in paddy fields, say yes to World Heritage Site for Apatani Cultural Landscape” which was appreciated by everyone. Lower Subansiri Taekwondo Association Ziro also demonstrated Taekwondo Martial Arts. Contingents from different schools of Ziro took part in the march-past along with APP Jawans. Exhibition stalls of various departments and NGOs were also displayed which was inaugurated by the local MLA Tage Taki.

Hage Tagia, ASI, APP Ziro, Riya Tanang Ct. APP Police Station Ziro, Michi Tajo, SI I/c Crime Branch, SP Office Ziro, Narang Sambyo, UDC (Protocol), DC’s Office Ziro, Bullo Appa, LDC, DRCS Office Ziro and Tage Yarang, Scale Man, DC’s office Ziro were awarded commendation certificate for their sincere and dedicated service.

District Level Outstanding Youth Club Award was  awarded to Neeti Society Ziro by the Nehru Yuva Kendra, Ziro, Ministry of Skill Development, Entrepreneurship, Youth Affairs & Sports, Govt. of India in recognition of its’ outstanding works contributed towards positive development of youth and the society for the year 2014-15.

Later a football match was played between DC-XI and MLA-XI which the former beat by 3-0 goals.

PASIGHAT:  The 66th Republic Day was celebrated here at the Pasighat general parade ground where East Siang Deputy Commissioner Nidhi Srivastava unfurled the Tricolour and took salute to an impressive parade of 28 contingents of APP, CRPF, NCC, Scouts & Guides, students of various educational institutions and thousands of people who took part on the occasion.

Addressing a mammoth gathering, the DC highlighted the various developmental schemes and policies of the government taken up in the district. Srivastava also appealed the people to join hands to root out drugs, alcoholism and all such social evils from the society in which ABK (WW) of East Siang unit is working tirelessly.  

Various schools and groups took part in the cultural program and presented patriotic songs and dances on national unity and integration and Disaster Management to mark the occasion. Later the DC inaugurated the tableaus installed by various government departments and NGOs.

PANGIN: Along with the rest parts of the country, the Republic Day was also celebrated at Pangin with pomp and show. DC Siang district, Dr. NN Lego hoisted the national flag. The DC congratulated the people for having the new district and wished for peace and tranquillity for faster development. To make the much-awaited ‘Siang District’ full functional, Lego sought concerted efforts of the officers and people and appealed all to participate in every development process without any political colour and without pondering over district headquarter issue. This collective step would surely bring about zeal in developing the infant and backward Siang District, Lego added.

Seppa: The 66th Republic Day was celebrated at Seppa and other sub-divisions and circle headquarters of East Kameng district in a befitting manner yesterday. As many as 22 parade contingents took part in the march past which was attended by Parliamentary Secretary Tax & Excise Tapuk Taku and Parliamentary Secretary Tourism Mama Natung.

DC Sandeep Kumar Singh who unfurled the national Flag while addressing the huge gathering highlighted the achievements and activities report of various departments. He also briefed upon state and central Govts flagship programme and its implementation in the district. He cautioned the people not to carry out blasting in the rivers any type of activities that led to deforestations. He also appealed the dwellers of Seppa town to dispose of the garbage’s directed at DUDA Trucks. The other highlights of the day were the stalls of various departments, cultural programme, games and sports etc.

ROING: The 66th Republic Day was celebrated with the spirit of patriotism and much fanfare all throughout the district yesterday. At Roing, DC Shiv Kumar unfurled the national tri-colour amidst a large gathering at General Play Ground. In his address, the DC called upon the citizens of the district to extend their cooperation in smooth implementation of various developmental schemes/projects in the district and also appealed them to cooperate in maintaining peaceful and clean environment to make Roing a model town. He also highlighted various achievements made under agriculture, health and social sectors with the help of departments and NGOs.

He announced the recipient of People’s Awards in the district. In the Educational Sector, Govt Secondary School, Parbuk and Govt. Middle School, Kangkong have been selected for the award. In Health Sectors, Dr O. Mega (SMO), District Hospital Roing and Basaya Mepola (GNM) were selected for the award. Under social sectors, Enjalo Menda Women Empowerment Forum and Dibang Adi Woman Association were selected for their works against drugs. And in Governance Sector, Jally Umpo, CO (Hunli) and J K Chanda, UDC DC Office were selected for their sincerity and dedication in discharging their duties and all the ALCs were selected for their active participation in Swachh Bharat Abhiyan. In Agriculture and allied sectors, Dature Miuli and Tokmin Perme were chosen for the People’s Award.

At Dambuk, Gum Tayeng, Parliamentary Secretary for WRD unfurled the national tri-colour amidst the huge gathering of people at General Ground, Dambuk. She appealed all the govt officers and officials to perform their duties and responsibilities with sincerity, dedication and discipline and appealed all the public to cooperate in implementation of various developmental schemes in the area for all round development.

Highlighting various developmental works being implemented under her constituency, she informed that the construction of new office building of ADC Dambuk will be completed by March this year. Under Rural Development, 28 units of IAY have been distributed to the beneficiaries and under Education Department, 30 bedded Girls Hostel under SPA will be completed by March 2015 and extension of BRC Training Centre at Dambuk has been completed which is now functioning . She also informed that the girls students of KGBV Dambuk has shined this year by bagging 22 trophies in the state level competition held on International Girls Day at Itanagar. She further highlighted that drawing of 33 KV Express Line from Mebo to Dambuk under NLCPR by Electrical Department is in finishing stage and will be commissioned by February this year, 24 numbers of Anganwadi building being constructed in different locations are nearing completion and 8 Nos. of MIP under WRD are going to be completed soon. DAPORIJO: The 66th Republic Day was celebrated at Daporijo, Upper Subansiri at Rijo Ground with the Deputy Commissioner K. Dulom unfurling the national flag in presence of MLA Dikto Yekar, SP, PRI Members, Heads of Departments and a large gathering of school children and public.

The DC highlighted the various schemes and programmes being taken up in the district by the government. The DC congratulated the Arunachal Pradesh Police force and the CRPF stationed at Daporijo for their dedication in duty and in maintaining law and order in the area and warned the law breakers and anti social elements of the zero tolerance policy being adopted by the District Administration. He also urged the people to adopt cleanliness as a habit, in personal hygiene, in keeping the surroundings of residences, offices, schools and all public infrastructure and places clean and tidy to make a clean and Green Daporijo. The DC also appreciated the efforts of organisations and Gaon Buras in taking positive steps toward stopping of wildlife hunting and taking an initiative in maintaining the town on their own.

The commendation certificates to deserving individuals, prizes for the School Level painting competition on Swachh Bharat Abhiyan organised by the Menle Botom Tourist Lodge were given. A unique feature started this Republic Day was a demonstration of prevention of fire accidents by the fire department and Disaster Management department. A unique and appreciable effort was of the Sigin I Panchayat team led by ZPM R. Motu under the Swachh Bharat Abhiyan, keeping the Rijo ground clean throughout and till the end of the celebration. The day witnessed a tug of war competition, football match between MLA XI, Panchayat XI and won by DC XI and prize distribution for the parade and dance competitions in the evening.

At Yupia: The Republic day celebrated in a befitting manner here at Yupia today with rest of the country. DC Papum Pare, Tai Kaye unfurled the national flag.

The DC highlighting on the all round development activities undergoing in the district he said that Papum Pare is on the path of peace, progress and prosperity. He also appreciated all heads of department and staffs for rendering their valuable service to the people. The names of the officials who have been awarded district level medals and certificates for rendering meritorious service were also announced.

The Republic day was celebrated in a befitting manner at Balijan, Sangdupota and Leporiang under Papum Pare district.

Khonsa: Along with rest of the country the 66th Republic Day of India was celebrated with great enthusiasm in all over the Tirap district. Tirap DC, Kamlesh Joshi unfurled the tri-colour and greeted the huge gathering. Speaking on the occasion the DC emphasized on the major problems of security, development and good citizenship pertaining to Tirap district. The DC lauded the 1st Assam Rifles, CRPF and Arunachal Police posted in Tirap  for the efforts made by them due to which people of the region are able to move and express themselves freely today.

The DC also appreciated the good work done by Khonsa Bazar Welfare Committee for committed work to keep the Khonsa bazaar neat & clean and to fight against extortions of any kind. He also extended his gratitude to Missionaries of Charity and Arunachal Vikas Parishad for rendering their services working restlessly towards the upliftment of the poor and preserving value system.

A total of 13 parade contingents actively participated from various schools including IRBN Jawans, APP Girls. The local MLA-Wanglam Sawin inaugurated the exhibition stalls on the occasion. During the day long programme colourful dances & patriotic songs marked the programme a grand success.

NAMSAI: The ceremonial national flag was unfurled by Deputy Commissioner of Namsai RK Sharma at Namsai district headquarters. Large number of people thronged to the new stadium complex to witness the first time Republic Day celebration of the new district headquarter. Contingents of CRPF, APP, NCC, Scouts and guides participated in the march past parade. The NCC Team was awarded the best Parade troupe.

The exhibition stalls sponsored by ATMA Chongkham were inaugurated by MLA Namsai, Chau Zingnu Namchoom, and the three best stalls were awarded which was participated by various departments and NGOs. Best Farmer’s Award under ‘Extension Reforms’ATMA Lohit 2014 were awarded to Chow Lingta Makat of Mimey Village, Chowkham, Chow Lik Munglang of Manmao village, Sunit Buragohain and Kumari Khampti for their innovative agriculture practices and performance. Commendation Certificate in recognition of meritorious services rendered by Govt of Arunachal Pradesh were awarded to SI Millo Lalyang, PS Namsai, Nk Gauri Shanker Barman, PS Mahadevpur, Const Chou Chamyat Chousang, PS Mahadevpur.

The Tourist Cabs under Chief Minister’s Paryatan Vikas Yojana for educated unemployed youths of the state with subsidy and bank loan sponsored by APEX Bank, Namsai were flagged off by MLA Namsai to six beneficiaries of Namsai District.

The day was also celebrated in a befitting manner in other Circles of the district. The tricolour was unfurled by EAC NM Das, at Piyong, HN Dubey, EAC Lekang at Mahadevpur, EAC Oling Lego at Chowkham, CO Ribi Karlo at Lathao.

Minister for Agriculture, Horticulture, AHV and DD, Chowna Mein, inaugurated the Multi Exhibition Stalls and witnessed the Republic day program at Mahadevpur.

The Republic Day was also befittingly celebrated at Kasturba Gandhi Balika Vidyalaya, Namsai (Kaba).

LONGDING: The 66th Republic Day was celebrated befittingly at Longding district headquarters participated by people from all walks of life. The march past was participated by APP, Ex-Serviceman, NCC, Scouts & Girls Guides, VKV and students from other schools alongwith Band party from VKV Niausa.

The ceremonial flag hoisting was done by DC Longding Tope Bam. Addressing the mass gathering Sri Bam, Deputy Commissioner highlighted the various programmes and schemes taken up by the government.

The Wancho Cultural Society also felicitated the meritorious students with cash prizes and certificates. The day concluded with sports activities followed by Prize distribution. The Republic day was also celebrated in all outpost administrative centres of Kanubari, Wakka, Pongchau and Pumao.

Miao: the 66th Republic Day 2015 celebrated with great pomp and gaiety at ADC, Headquarter Miao, Changlang. The day started with Prabhat Ferry by students and teachers of various schools of Miao.

ADC Miao, T Mara unfurled the national flag amidst a huge gathering at the general ground. The exhibition stalls of various departments displayed was inaugurated by ZPM Miao Jokong Singpho. The ADC appealed one and all to maintain peace, harmony and unity to keep the hard earned freedom. He highlighted the various developmental schemes implemented during the year 2013-14 in Miao Sub-Division. He also announced the names of awardees identified by the district administration in various fields to be awarded on Statehood Day. Colourful display of march past, PT display, patriotic songs, dance and folk dance were the highlights of the day. Games and sports events like Tug of war between employees and public leaders and friendly football match was also played in the evening.

Doimukh: The 66th Republic Day was celebrated befittingly at Rono general ground Doimukh with pomp and grandeur in presence of PRI members, HoDs, officers, GBs, teachers, students and public of Doimukh. The day started with prabhat pherry by students of both govt and private schools of Doimukh. Display of parade, patriotic and traditional dances, PT display and games & sports was witnessed marking the day.

SDO Ibom Tao SDO unfurled the tricolour and addressed the huge gathering. Tao said that the Sub divisional administration Doimukh is committed to cleanliness of Township, prevention of illegal marketing of liquor and narcotic substances and prohibit using of such health hazardous substance in public places. The administration has taken initiatives to streamline of departmental land occupation and action taken against 137 cases of Govt. land encroachment. He also highlighted the importance of preservation of forest & wildlife and appealed the PRI Members, GBS and civil society to play voluntary role in stopping forest fire which causes wanton destruction of flora and fauna. Prizes were distributed to the winners of the various competitions held. Various departments installed exhibition stalls where the stall of CHC Doimukh was adjudged as best the stall.

RGU, Rono Hills: The 66th Republic Day was celebrated at RGU amidst with great fanfare. While unfurling the tri-colour the Vice-Chancellor Professor Tamo Mibang said that everyone should come forward and work towards the overall progress of the Great nation India and stressed that one’s participation should begin from this University with strong workmanship attitude and team spirit. The celebration was joined all the officers of RGU, Deans of faculties, Heads of Departments, Officers, faculty members, administrative staff, students and host of campus dwellers. The celebration was marked march-past drilling display by the security personnel of the university, patriotic songs by students. A friendly T-20 cricket match was also organized in which faculties and officers of Rajiv Gandhi University locked-horned with the counterparts of National Institute of Technology, Yupia at the university ground.

Along with the nation the DRS International School, Itanagar celebrate 66th Republic Day in its new school premises in colourful manner. At first the tri colour was unfurled by Sangita Goswami Sarmah, one of the Board of Directors in presence students and parents. Former cabinet minister Setong Sena passes away

ITANAGAR, Jan 27: Former Arunachal Pradesh cabinet minister and Legislative Assembly Speaker Setong Sena breathed his last at a private hospital in Assam's Dibrugarh district at around 11 pm on January 25 after brief illness. Sena was undergoing treatment at Aditya Hospital in Dibrugarh for the last few days. He was 54 and is survived by wife, one son and two daughters.

Late Setong Sena was born to Lt. Nintu Sena and Wumnai Sena on 7th December 1962 at Nampong in Changlang district. He did his schooling from R K Mission School, Narottam Nagar, Deomali and completed Bachelor’s degree in Economics (Honours) from Shillong.

The people of 51- Nampong Assembly constituency elected him as a Member of Second Legislative Assembly in 1995, he served as a Member of Public Accounts Committee and Committee on Subordinate Legislation. Subsequently, he became the Deputy Speaker of the Second Legislative Assembly on 25th May, 1998. He was re-elected as a Member of Third Legislative Assembly in 1999 and became Minister of State for Public Works Department in October, 1999. He was elected as Speaker of the Third Legislative Assembly on 18-08-2003 and again re-elected as Member of Fourth Legislative Assembly in 2004 and Elected as Speaker of Fourth Legislative Assembly on 26-10-2004. He was again re-elected as Member of Fifth Legislative Assembly in 2009 and inducted in Cabinet Minister for Finance, Lotteries, IPR & Printing, Trade & Commerce and Geology and Mining. Thereafter, he was re-inducted again as Cabinet Minister for Agriculture, Horticulture and Veterinary and Animal Husbandry Department.

During his long innings in public service and political field from 1995 to 2014, he demonstrated the true spirit of an elected representative by achieving commendable progress in various developmental works in the state and 51- Nampong Assembly Constituency.

During his tenure as Minister (Agri/Horti/Animal Husbandry etc.), Late Setong Sena headed a 4 member state delegation to participate in the 2nd North East India-Myanmer Business Conclave with Focus on Border Trade from 26th to31st August 2012.

The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma condoled the sudden demise of former minister and speaker Setong Sena.

In his condolence message, the Governor said that in the demise of Sena, the State has lost one of the few great Parliamentarian and adept administrator.

Late Sena immensely contributed lots towards the development of the State in various capacities particularly as the Speaker of State Legislative Assembly and Cabinet minister.  His strong sense of social commitment for the upliftment of the under-privileged and the down-trodden had touched hearts of people.

Conveying sincere and heartfelt condolence and praying for eternal peace of the departed soul, the Governor said that one of the most respected leaders of Changlang, Tirap and Longding, Late Sena left his mark through his various initiatives, including Pangsau Pass Festival, revival of Stillwell Road and revamping agriculture and allied sectors.

People of the State will always cherish his inerasable contributions and his gracious approach, the Governor added.

Chief Minister Nabam Tuki has expressed shock and grief over the sudden demise of former Speaker and Minister Setong Sena, who expired Sunday night at a hospital at Dibrugarh.

Tuki along with host of ministers, parliamentary secretaries, MLAs and public leaders paid their last respects to the departed leader at Jairampur this morning before the mortal remains were laid to rest.

In a condolence message to the bereaved family members Tuki hailed Late Setong Sena as a leader of the masses who worked tirelessly for upliftment of Changlang District, the Tangsa community in particular and the state of Arunachal Pradesh in general.

“His developmental initiatives for the state in the field of Agriculture and Horticulture and pitching for opening of border trades shall have lasting impression in the minds of every Arunachalee. The tragedy has taken away one of the true sons of the soil,” he said.

Tuki asserted that Late Sena will be remembered forever by the people for his contributions as a Speaker, Minister and a seasoned Legislator.

“At this moment of grief, me, my family, colleagues in the Government and people of Arunachal Pradesh extend our solidarity with you and share the pain inflicted on you and your family by this irreparable loss,” Tuki added and prayed the Almighty to bestow the bereaved family members with strength to bear the irreparable loss.

Ministers, MLAs and senior Congress leaders including Tanga Byaling, Nang Sati Mein, Pema Khandu, Kamlung Mossang, PD Sona, Thangwang  Wangham, Kalikho Pul, Wangkhi Lowang, P. Khimhun, Padi Richo, Gabrial Wangsu, Zingnu Namchoom, Honchun Ngamdong, Nikh Kamin, Kamthok Lowang, Tesam Pongte, T. Taizu, Tako Dabi attended the last rites.

Union Minister of State for Home Kiren Rijiju expressed profound sadness at the death of Setong Sena.

In his condolence message, Rijiju said “Late Sena was an outstanding political figure, who served Arunachal Pradesh with distinction. He was charismatic, eloquent and a consummate master of communication, both in speaking and writing.”

In this hour of crisis, I join all the people of Arunachal Pradesh to pray to the Almighty to give the people and members of the bereaved family enough strength and courage to bear the irreparable loss, the message added.

“I’ve lost a close family member,” said lawmaker Kalikho Pul, who was still in mourning after death of his uncle former MP Soben Tayeng. Destiny snatched away a magnanimous leader whose loss will create a political vacuum for times to come, he added.

Former Lok Sabha member MP Takam Sanjoy who shared a room with Sena during college days at Shillong and remained intimate in political life, said “I fall short of words in expressing my deep condolence. This is what life is. We should do our work without thinking for tomorrow, which will remember us by our works.”

The Arunachal has suffered worst ever loss with the death of a disciplined and great visionary leader, a shocked former minister and veteran leader Tako Dabi said while joining the mourners. Many leaders including former minister Naresh Glow also joined in expressing deep shock.

Minister for Food & Civil Supplies Kamlung Mosang  expressed deep shock at the untimely demise of former esteemed colleague Setong Sena. He was a gentleman with amiable disposition, Late Sena always worked tirelessly for the welfare of the people, Mosang said.

Lok Sabha MP Ninong Ering, Education Minister Tapang Taloh and Ex-Education Minister Bosiram Siram condoled the sudden demise of former minister and speaker Setong Sena. In their condolence messages, they  said that the State has lost one of the veteran Congress leaders who had immensely contributed towards the development of the state in various capacities.

In a condolence meeting held at Rajiv Gandhi Bhawan, Itanagar, Arunachal Pradesh Congress Committee (APCC) termed Late Setong Sena as an active, hard-working and energetic person who served the party with sincerity and dedication. His untimely demise is a great loss to the INC party in particular and the  state as a whole, the  Party said adding immense contribution of Late Sena for the welfare of the state will always be remembered by the people of the  state. The APCC observed two minutes silence as a mark of respect to the   departed leader.

Sena’s sudden and untimely death has created a void and irreparable loss to the State, said Bharatiya Janata Party, Arunachal Pradesh  in a condolence message. While recalling his contributions towards the socio-economic development of the State, the Party said Late Sena was one of the most loved and straight forward leaders who immensely contributed towards development of the state. The  BJP conveyed deep sense of condolence to the bereaved family.

The  rank and file of the  Nationalist Congress Party, (NCP) Arunachal Pradesh led by its president Gicho Kabak expressed deep shock at the demise of veteran political figure and former minister Setong Sena. In a condolence meeting, Nima Sangey Saling, Vice-President of State NCP recalled the contribution of  Sena for all round development of the state. Two minutes silence was observed as a mark of tribute to the departed soul.

All Arunachal Pradesh Students Union (AAPSU) deeply mourned the death of former minister Setong Sena. In a condolence message, the AAPSU said  Late Sena was an able leader, a true bureaucrat and above all an amiable person.  The void created by his untimely demise would not be filled up in the times to come, the  union said.

The Tribal Welfare and Development Society, Changlang and the people of Tangsa community expressed deep sadness over the death of former minister Setong Sena, who belongs to Tangsa community. “It is an irreparable loss not only for his family members, close friends and the people of Changlang district but also to the State and its people. He worked tirelessly for uplift of Changlang district and the state as a whole. Late Setong Sena will be remembered forever by the people for his contributions as a minister and a legislator.  He was a kind hearted and straight forward person who served the state and the country in different capacities and brought positive changes in agricultural & horticulture sector during his long tenure as Minister.

Sena was not only leader of Nampong assembly constituency but the entire state, said the Galo Students Union (GSU) in a condolence message. With his sudden demise, our state has yet again lost another energetic and visionary leader, the union said.

The Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP)  and rank and file of various Prayer centers, management Committee  convened a condolence meeting yesterday at IFCSAP office premises and deeply mourned the untimely demise of Setong Sena. Late Sena was  a prominent  visionary leader of Tangsa community in particular and the state as a whole, who led an exemplary, humble, down to earth and simple at heart life. In his demise, a vacuum has been created which shall be difficult to be filled up in the near future.

All officers and staff of the Department of Information and Public Relations today deeply mourned the death of former minister Setong Sena.

In a condolence meeting, while recalling late Sena’stenure as the Minister in-charge of the department, DIPR C M Longphong said “ Late Sena was a very inspiring and efficient minister who used to offer valuable ideas and suggestions to the department in various administrative and development issues. It was he who stressed on capacity building of the departmental officers and suggested for specialized training of officers in reputed institutions outside the state.

A two-minute silence was observed to pray for eternal peace of the departed soul and also to give strength to his late Sena’s family members to bear the irreparable loss.

Arunachal Pradesh Horticulture Produce Marketing and Procession Board, Naharlagun, All India Rajeev Gandhi Vichar Manch International, All Arunachal Pradesh Workers Union also recalled  the contribution of Late Setong Sena and deeply mourned his death.

 

 

Panchayat bye-elections date announced

ITANAGAR, Jan 27:  The State Election Commissioner Satya Gopal today announced the dates for bye elections to fill the casual vacancies of 8 Zilla Parishad Member, 13 Anchal Samiti Member and 114 Gram Panchayat Member seats in various districts of Arunachal Pradesh. The Election process begins with issue of notifications by Returning officers on 2nd February next and ends with the counting on March 5 next. All election process has to be completed before March 11.

Date of issue of Public Notice: 2nd February, last date of filing of Nomination: 9th February, Date of Scrutiny: 11th February, Last date of withdrawal of nomination: 14th February, date of Poll: 2nd March, date of counting : 5th  March and date before which the election shall be completed: 11th March.

The eight vacancies of Zilla Parishad Members to be filled includes-3-Kalakthang-Balemu, in West Kameng,6-Jenging and 8-Payindem in Upper Siang,7-Bolung, 8-Bukkong,9-Bomjir-Anpum,10-PaglamLoklung in lower Dibamng Valley and 4-Longchan in Longding district.

The electoral rolls of  concerned  Zilla Parishad Constituencies, Anchal Samiti Constituencies and Gram Panchayat Constituencies have been revised with reference to 01.01.2015 as the qualifying date.

The Model Code of Conduct shall come into force with immediate effect in the respective Zilla Parishad Constituencies, Anchal Samiti Constituencies and Gram Panchayat Constituencies going for Bye Elections. The Model Code of Conduct shall be applicable to all candidates, political parties and the state and central Government. To conduct the election in a fair and smooth manner adequate security arrangements will be in place for which the State Chief Secretary and  Director General of Police have been written to deploy adequate security forces. The concerned DEOs and Superintendent of Police shall also be directed to ensure deployment of adequate security forces in the constituencies going for the bye poll, he added. DIPR

 

 

AACWA serves 30 days ultimatum to Govt

ITANAGAR, Jan 27: All Arunachal Contractor’s Welfare Association (AACWA) has served a 30 days ultimatum to the state Govt to fulfill its charter of demands.  Informing this at a press meet at APC here today, the AACWA president Takam Padu said that the Association will compel to take the path of democratic agitation in case the Govt fails to pay heed its long-felt demands within the given time.

Highlighting  the resolutions adopted by the Association in its state level consultative meeting held at Naharlagun on January 23 last, Padu further disclosed that his organization resolved to explore legal option as well as democratic mass movements in support of its various demands which has been submitted  before the state Govt and remained unsolved for the last many years.

“In spite of repeated persuasion and reminder, the state Govt did not respond to our demand till date,” the  Association said before the media.

The North Eastern Electric Power Corporation Limited (NEEPCO) and North Eastern States including Assam and the  country  as a whole  have already adopted and implemented the policy of 1 per cent EMD for ST/SC and OBC for any categories of tender work,  Association said  and demanded the state Govt for adoption and relaxation of 1 per cent EMD for ST and local contractors for any categories of tender work. Arunachal Pradesh being a 100 per cent tribal state needs to adopt this policy in later and spirit, the Association president said.

While opposing the govt notification for fixing of high amount of enlistment fees, the Association demanded immediate reduction in free structure. It should be strictly followed as per CPWD norms for all categories of registration fees, it said.

Demanding immediate release of pending bills of PMGSY contractors and other work department, particularly RWD and Arunachal Pradesh Rural Roads Development Agency, The Association said “We received grievances from aggrieved PMGSY contractors complaining that concerned department is not releasing their bills as per tender agreements and central guidelines for the last one year.” It demanded white paper from the Department of RWD and Arunachal Rural Roads development Agency (ARRDA).

It further demanded immediate halt on advance  implementation of works under SPA/TFC and other centrally sponsored schemes before the projects get financial sanction. In most of cases, tenders are called just to befool the general public, it said.

Demanding   clear  terms and condition in tender works, AACWA said that tendering authorities of various departments should include specific clause for submission of ST certificate so that income tax is not deducted from tribal contractors from the source as tribal contractors who soever work within state of Arunachal Pradesh are not liable to pay income tax as exempted by in ACT.

Other genuine  demands of the  Association include mandatory establishment of regional office of the Multinational Company/ outside firms/ contractors who  are implementing big or large projects   the state with asset not less than 20 per cent of the project values,  priority to all class -1 contractors of the state PWD in subcontract of Trans Arunachal Highway projects,  top priority to local contractors while awarding works by the HoDs in entire districts of the  state, early finalization of AOP with sufficient fund, execution of works below Rs. 50.00 lacs without tenders. AACWA general secretary  Nabam Ekin Hina also spoke and highlighted the grievances of the  local contractors.  All Arunachal Registrar Contractors Association president  also extended support to  all the  demands of the  AACWA.

 

 

Setong Sena: The man who had no ‘no’ for an answer

As my wife and I were returning from Jairampur on 27th January after paying our one last adieu to Setong Sena, the quintessence of gentleness and kindness with moist eyes, I was transported back to the wonder days of the yore when life was absolute bliss. Throughout the journey from Jairampur to Ramakrishna Mission School I was only thinking about Setong Sena who used to travel through the same road when we were together in the famous RKM School. I was cursing the death that always tends to arrive unannounced thereby causing unbearable pain and agony to the loved ones of the dead person. The one who dies sleeps in eternal peace but the loved ones who are left behind feel the irreparable loss and grief.

As we drove back slowly towards Deomali, my home town, tears rolled down my cheeks as I was virtually lost in the thought of the wonderful moments spent with Setong Sena, the great soul who was gentleness personified at various stages of my life. All the while my wife was sobbing aloud inconsolably sitting in the back seat of the car. Seeing my wife and me crying even our driver who is a hardened man with little or no emotion also could not hold back his tears. Indeed, emotional outburst and tears are contagious. Setong had always loved me like his own younger brother since our schooling days together in RK Mission School, Narottam Nagar. He was my senior. But such was the greatness of this man that his attitude towards me and his love for me never changed even after he became a powerful and influential political leader for more than two decades. He was always grounded and humble which are the hallmarks of a successful and great personality.

Though I was very young in the School I could foresee that Setong would reach great height in life. He was the most loved and respected senior during our schooling days. He was the best football player, the best cricketer, the best singer, the best painter and brilliant in academic. Little wonder then, he was the cynosure of all eyes and was obviously the most favourite student of the teachers and the Swamijis. I used to wonder how kind was the benevolent Creator to Setong Sena. Everything he touched turned into gold. He was the leader in the School in every field. I vividly remember that once he seriously injured his right knee while playing football, the game he followed passionately and had to undergo a major knee operation in Ramakrishna Mission Sevapratisthan Hospital, Kolkata. During his admission in the Hospital, the Secretary Swamiji used to ask us to pray for his Godspeed recovery during the evening prayers. I used to really pray with great seriousness for he was very close to me.

There are many experiences and anecdotes that I had the great fortune to share with the great soul Setong Sena. Once he and former MP late Wangcha Rajkumar both alumni of RKM School were invited to my Khonsa residence for a breakfast during their visit after both had become a minister and MP respectively. I wanted to give them a small surprise. So, I told my wife who is probably one of the best cooks in this world to prepare items that we all used to have in RKM School. Accordingly, she prepared. My trick worked instantly. They both enjoyed the breakfast that my wife prepared and said in unison that all the items used to be regularly served during the breakfast in RKM School. I smiled quietly telling to myself that my small plan had worked wonderfully well.

One more incident that I remember is when he visited Deomali to inaugurate the newly constructed office building of CO, Soha a few years ago. After reaching Deomali he drove straight to the local MLA Wangki Lowang’s house. I was there already to cover his programme. Just as I was sitting in a corner, a PSO came running towards me to inform me that Sena sir wanted to meet me. So, I went and met him. In his words, “Denhang, leave your vehicle at Deomali. You are travelling with me to Soha.” As desired by him, we both travelled in the same vehicle. Throughout the journey Setong recalled our childhood days in RKM School. In fact, he was driving the vehicle himself. During the course of the eventful journey I even expressed my wish to pen his biography about which he was so enthusiastic but at the same time added that he was not so important to have his biography written. Such was his humbleness. He also did not forget to convey to me that he liked my writing.

When he was the MoS for PWD in 2002 MLA Wangki Lowang and a number of others including myself went for fishing along with Setong Sena in the Tirap River near Jairampur. We halted for two nights. I did not carry my bedding. It was winter and quite cold, especially in the river. So kind hearted and unpretentious was Setong Sena that he let me sleep with him under the warmth of the thick blanket he had.

Indeed, some people are born great and I feel Setong Sena was one of them. He had an amiable disposition. He was loved and heard seriously by all the Chief Ministers he worked with as a politician. Gegong Apang, Mukut Mithi, Dorjee Khandu, Jarbom Gamlin, Nabom Tuki; all entrusted him with great responsibilities by allocating him different portfolios because they trusted his sincerity and capability. Whenever I used to meet him either in Itanagar or Jairampur, Setong Sena always used to discuss with me about his plans for his people. He would never let me go without taking food with him. He was totally committed to the cause of his people. The people of Tirap, Changlang and Longding whom he loved and cared as his own have become poorer with his untimely death. In his death I have lost my mentor, elder brother, friend and a guide. Such was his magnetic personality when he was alive that even in death he had the love and respect of all, from the people belonging to the higher echelons to the ordinary villagers. A sea of mourners including the Chief Minister and his entire cabinet colleagues descended at Jairampur to pay their last respect to the departed leader who was different.

Someone has rightly said, “Tomorrow, God is not going to ask, what have you thought? What have you dreamt? What have you planned? He is going to ask, what have you done?” Setong Sena had done so much for his constituency, Tirap-Changlang-Longding and the state that God may not even bother to pose this stereotyped question to him. Truly, good and great people are wanted even by God Himself. But here, I would like to know from the great Creator what would happen to the world sans the good and great people to guide the people.

Support road project

The construction work of ambitious 2,400-km Trans-Arunachal highway project is going on at slow place. Land acquisition process has become the most difficult part of this project. Due to the compensation issues in many places the project could not take off.  Unfortunately the people of state instead of becoming partner in development are creating obstacle in the execution of the project.

In some stretches where work has already started, numerous incidents of extortion and kidnapping of the staffs belonging to the construction agencies are being reported. The local people also allegedly stop the work for pity issues thereby seriously hampering the progress of work. Situation is so bad that Chief Minister Nabam Tuki recently made fervent appeal to the people of the state to cooperate with the agencies and allow smooth and timely completion of the Trans-Arunachal Highway – the would-be lifeline of Arunachal Pradesh. The people of state often cry for development and now when the development projects are knocking at the door, they are becoming a stumbling block.

Revive the Lamkang system in Adi Society

Dear Editor,

Lamkang (observation or vigilance) system is a most important custom of Adi society for protection of villages from fire incident and other calamities. Lamkang system is being followed or observed  particularly during winter and summer seasons  from November to February and June to August. Because during these periods most of the villagers remain busy in agricultural fields and domestic works and can not able to take care of their houses properly. This traditional Lamkang system had been conducted in Adi villages for last 12 to 15 years.

But today this valuable custom has banished from Adi community areas as the people do start believing in modern technology, fire brigade and in the fire department. But Lamkang system is better than Fire brigade, particularly  in keeping the villagers alert and stop the fire incident and calamity attack in village level, therefore it should be continue. This Lamkang is a system where a group of 4 to 6 senior and middle aged persons perform its Lamkang duty in rotation basis each day. Each member has to perform the duty in most responsible way  and the duty time is 5 am to 4 pm. The duty of the group is to look after every house of the village and secure it from fire incident, theft and calamity till the house owners return from their agriculture field and other domestic works.

Therefore, I sincerely request the members of ABK and AdiSU to revive the Lamkang system and bring awareness about the system in circle and village level too for benefit of the villagers. During last few years, we have seen some district level awareness camp for the villagers. But organizations of awareness camp related to fire incidents in villages will attract large number of village people. It will ensure larger participation of villagers and help minimize the fire incidents in village level.

There are many ways to raise energy revenue

Dear Editor,

Through your esteemed daily, I would like to express my views regarding implementation of pre-paid meter system. There are many other ways to raise revenue from the energy (electricity) consumed by the common people of the state than imposition of the prepaid meter system.

Below are some ways which the government could have tried before taking decisions in favour of the prepaid meter.

1. The collection of revenue could have been given out on franchise model by competitive bidding among the interested local entrepreneurs. Each substation could be made as a franchise unit. This franchise model is suggested even in RGGVY guidelines. This model will not only increase the revenue collection on the energy consumption but also generate employment among the qualified youths.

2. Or, the power department can open revenue /bill collection centre in market places so that consumers can pay the bills with ease. If you bring the payment counters nearer and accessible to people they will be more than willing to clear their dues on a regular basis.

3. After trying either of the above two options, if there is regular defaulter than the power department can disconnect the supply in case to case basis with a fixed default limit. Here we see that the department allows the consumer to pile up their dues to a huge amount and that become difficult to be cleared in later.

4. The thefts of power at various points should be minimized for which a vigilance team should move around for instant detection and disconnection of illegal power connection. Many transformers are old and outlived, which is also the cause for wastage of power at source.

The present scenario of prepaid electricity system reminds me of Mohammad bin Tuglak who had brought reforms ahead of time in his kingdom. For any radical changes there has to be a gradual maturity and awareness among the people. The government of the day has to understand the pulse and economic capacity of its citizens. A child cannot be fed with cooked rice before a certain age!

Any learned man will refuse to accept the capitalist idea of the scheme. The poor and rich are not earning to enrich the government exchequer rather the government has to innovate ways to make the common men's life dignified and easy.

It is time the government has to think deeply and act swiftly for the greater good of the AAM AADMI.

Besides prepaid meter system it is also important for the government to see that the people are charged bit high per unit .

I humbly request the government to have a re-look at the pre-paid meter system, whether it is bottom to top or vice -versa, the citizen and time is not fit for this high end technology in our state.

As we are fully aware that APPSC mains is to be conducted in May 2015, so I would like to request the active APPSC members and controller of examination to give us at least one day gap between two optional papers. Such gap between optional papers will give us fair chance to compete.

The time table of last main exam was a real tight one. It would have served as an edge for some aspirants at the cost of others. Moreover, it is really a tough job to do away with hangover of previous exams and its content with the present one. But gap in English and GS is not necessary as all the aspirants will go through same hurdle.

It is just a request. After all, I am no one to direct the prudent APPSC members and examination controllers on the timing of exams.
